1) repo is not known to Zuul
2) there are config error in Zuul config (blue bell in Zuul dashboard)
3) Zuul outage / not available (recheck / regate)
4) there is no branch protection
* check is hanging / timeout
* PR in doc-export is closed but PR in specific repo stays open and needs to be closed too
* list all branches without open PR
* search all PR older then particular age (param)
* list of all Zuul errors (blue bell)
* list not existing repos required by metadata (vgl metadata/services.yaml with github / gitea)
* list all not existing folders of metadata/services.yaml 'html_location -> doc-exports'; 'rst_location -> specific service repo'
* https://github.com/opentelekomcloud-infra/zuul-config/blob/main/zuul/main.yaml vgl. metadata/services.yaml if repository is known by Zuul (main.yaml)
